SECTION 000010 - ADVERTISEMENT
NOTICE IS HEREBY GIVEN THAT SEALED PROPOSALS FOR:
A NEW FACILITY FOR THE
TABERNACLE RESCUE SQUAD
TOWNSHIP OF TABERNACLE, BURLINGTON COUNTY, NEW JERSEY
Will be received no later than 2:00 PM
prevailing time, on 16 December 2010 in the Tabernacle Township Municipal
Building; located at 163 Carranza Road, Tabernacle, New Jersey 08088.
Proposals must be addressed to the TOWNSHIP
OF TABERNACLE; 163 Carranza Road, Tabernacle, New Jersey 08088; Attn.:
LaShawn Barber, Township Clerk. All bids received on time shall be opened
and read publicly at the above time and date. The TOWNSHIP OF TABERNACLE
and REGAN YOUNG ENGLAND BUTERA, PC. assume no responsibility for bids
mailed or misdirected in delivery.
The sealed bids shall be received as a
single contract for all work and materials required to complete the
Project. In accordance with N.J.S.A. 40A;11-16, the bid must identify the
name or names of all subcontractors to whom the bidder will subcontract
the furnishing of: (1) Plumbing and Gas Fitting, and all Kindred Work; (2)
Heating and Ventilating Systems and Equipment; (3) Electrical Work,
including any electrical power plant; and Structural Steel and Ornamental
Iron Work (“Prime Subcontractors”).
The project is the construction of a new
rescue squad building of approximately 12,830 square feet and is to be
located at 134 New Road, Lot 16.11, Block 404, Tabernacle, New Jersey.
Proposal Forms, Instructions to Bidders,
Specifications and other bid documents may be examined and made available
to Prime Contract Bidders at the office of REGAN YOUNG ENGLAND BUTERA, PC;
456 High Street; Mt. Holly, New Jersey 08060 during regular business
hours. Additional information, including a list of plan holders, can be
obtained from the Architect’s web site (www.ryebread.com).
Sub-Contractors and vendors may obtain copies from Prime Contract
Bidders. There is a $150.00 non-refundable cost for specifications
and drawings. If these documents are to be mailed, there will be an
additional non-refundable charge of $50.00 (unless sent via bidders
FedX account).
Questions or requests
for formal interpretation must be received by the Architect by no later
than 5:00 PM on 02 December 2010. Questions or requests for information
after this date will not be answered by the Architect, unless the bid date
has been extended by the Owner.
Construction shall initiate on or about 17
January 2011 and shall be substantially completed by no later than 365
calendars days from the date established in the Notice to Proceed.
Bids must be made upon the official Form of
Bid and shall include Bid Security in the form of a certified check,
cashier's check or by Bid Bond drawn to the order of the Owner in the
amount of not less than ten percent (10%) of the Base Bid but in no case
in excess of $20,000.00. The bid shall also be accompanied by an executed
Consent of Surety in accordance with N.J.S.A. 40A:11-22, agreeing
to furnish a Performance Bond and a Payment Bond, each in the stated
principal amount of one hundred percent (100%) of the contract amount, and
a two-year Maintenance Bond in the amount of ten percent (10%) of the
contract amount.
Contracts for work under these bids will
obligate contractors and subcontractors to (1) pay prevailing wages in
accordance with N.J.S.A. 34:11-56(a) et. seq., (2) comply with
equal opportunity laws in accordance with N.J.S.A. 10:5-31 et.
seq., (3) comply with affirmative action laws in accordance with N.J.A.C.
17:27 and comply with Exhibit B of the Department of the Treasury,
Guidelines for Administering EEO in Public Contracts), (4) provide
ownership disclosure information per NJSA 52:25-24.2, (5) use domestic
materials where possible in accordance with N.J.S.A. 40A:11-18, (6)
comply with New Jersey Business Registration laws in accordance with P.L.
2004, c.57 and (7) copy of New Jersey Business Registration Certificate
(8) and comply with any and all successors, amendments or additions
thereto.
Bidders are required to comply with the
requirements of the State of New Jersey Local Public Contract Law,
N.J.S.A. Title 40A bidding laws and no bidder may withdraw or modify
his/her bid for 60 days after the actual date of opening of bids. All bid
security, except for the security of the three apparent lowest responsible
bidders shall, if requested, be returned after ten days from the opening
of the bids, Saturdays, Sundays and holidays excepted, and the bids of
such bidders shall be considered as withdrawn.
Prime bidder must be pre-qualified in
General Construction (C008) by the New Jersey Department of the Treasury,
Department of Property and Management Construction, prior to the date that
bids are received. Any bids submitted under the terms of New Jersey
Statutes not including a copy of a valid and active
Pre-qualified/Classification Certificate and New Jersey Department of
Labor Contractor Registration Certificate will be rejected as being
non-responsive to bid requirements.
The TOWNSHIP OF TABERNACLE has the right to
award the contracts within sixty (60) days of the bid opening and reserves
the right to reject any or all bids and to waive any non-material defects,
as may be permitted by law.
