Project Description:

The project consists of, but is not limited to, all required sitework for:


  1. Replacing the existing grass turf field with synthetic turf as manufactured by FieldTurf. The synthetic turf shall be provided by FieldTurf;
  2. Removal of the existing goal posts and the installation of the proposed goal posts furnished by FieldTurf;
  3. Removal of the existing long jump, high jump and pole vault event areas; and
  4. Other work as indicated on the drawings.
  5. The furnishing and installation of the synthetic turf and track surfacing systems is being procured directly from FieldTurf/Beynon by the Owner and is therefore NOT a part of this bid solicitation.
Approx. Project Duration:

Prime Bidder shall note that long-lead shop drawings are required to be initiated immediately after the Notice to Proceed is issued so that those items can be ordered as soon as possible.  Construction shall begin on or about 18 December 2020 and shall be substantially completed on or before 30 July 2021.

Electronic Bidding Documents will be made available  for  Bidders beginning on 12 November 2020.  Additional information, including a list of (registered) Prime Bidders, can be obtained from the Architect’s web site (  Subcontractors and vendors may obtain copies from registered Prime Bidders.  There is a $25.00 non-refundable cost, either by check or credit card, to obtain Bidding Documents through the office of REGAN YOUNG ENGLAND BUTERA; 456 High Street, Mt. Holly, New Jersey 08060 during regular business hours.  An electronic copy of the specifications and drawings shall be made available to Prime Bidders; hard copies of the bidding documents shall not be provided.  Access to the electronic documents shall be emailed to the Prime Bidder upon receipt of their payment and all of the following information:


Business name.

Contact person.

Business mailing address.

Business phone number.

Business facsimile number.

Email address for whom bid documents are to be sent.

Registered Bidders must submit substitution requests or any questions concerning the project to the Architect on Form 006001 BIDDER REQUEST FOR INFORMATION included in the Project Manual no later than 1:00 PM Monday, 23 November 2020.  The Architect will not respond to questions received by those other than Prime Bidders.

Bidder Requirement:

Prime Bidders must be pre-qualified by the New Jersey Department of the Treasury, Department of Property and Management Construction, prior to the date that bids are received.  Any bids submitted under the terms of New Jersey Statutes not including a copy of a valid and active Pre-qualified/Classification Certificate and New Jersey Department of Labor Contractor Registration Certificate may be rejected as being non-responsive to bid requirements.

Due to the directive from the State to limit public gatherings, bidders will not be able to attend the on-site opening but will be invited to attend via ZOOM. Proposals shall be submitted by mail or in person. The District will have a bin in the Main Entrance vestibule of the High School where bidders are to deposit their bids. Bid Proposals will be opened & read aloud via the ZOOM meeting at 10:10 AM. Bidders bear sole responsibility for ensuring that their bids are received by the District prior to the time stated for receipt of bids, and that bidders are responsible for ensuring accuracy, completeness, and accessibility by the BOE. Electronic submissions of Bids will not be accepted.


The GLOUCESTER CITY BOARD OF EDUCATION has the right to award the contracts within sixty (60) days of the bid opening and reserves the right to reject any or all bids and to waive any non-material defects, as may be permitted by law.
