The Project consists of, but is not limited to the following:
Receive proposals from qualified solar photovoltaic system project Developers and to enter into a Solar Power Purchase Agreement for a maximum of fifteen (15) years for the design, financing, installation, ownership, and operation and maintenance of a district-wide 2888 kW solar photovoltaic electric generating systems on specific facilities and available grounds and roofs, and who will sell the Systems’ electrical output to the Owner. The Developer shall provide electricity to the Owner at a reduced rate, through the Power Purchase Agreement utilizing Solar Renewable Energy Certificates, federal income tax credits, and other incentives provided through the New Jersey Board of Public Utilities.
Generating systems along with interactive “Learning Kiosks” with STEM based curriculum as well as certified professional development for the teachers will be provided at the following schools:
GLOUCESTER CITY HIGH SCHOOL
Proposed system size: 734.4 kW.
GLOUCESTER CITY MIDDLE SCHOOL
Proposed system size: 725.4 kW.
COLD SPRINGS ELEMENTARY SCHOOL
Proposed system size: 1427.8 kW.
Approximately 82,000 square feet of built up roofing and associated metal work will be removed and replace with new TPO roofing system and new metal work as part of this PPA.
Construction shall begin on or about 19 June 2018 and shall be substantially complete on or before 31 October 2018.
A copy of the Request for Proposal (RFP) and other bid documents may be made available and examined by Bidders from the office of REGAN YOUNG ENGLAND BUTERA, PC; 456 High Street; Mt. Holly, New Jersey 08060 during regular business hours, (beginning on 26 March 2018). Additional information, including a list of (registered) Prime Bidders, can be obtained from the Architect’s web site (www.RYEBREAD.com under the “Bidding” tab). Subcontractors and vendors may obtain copies from registered Prime Bidders. There is a $25.00 non-refundable cost to be a Prime Bidder. An electronic copy of the RFP shall be made available to Prime Bidders; hard copies of the RFP shall not be provided. Access to the electronic documents shall be emailed to the Prime Bidder upon receipt of their payment and all of the following information:

Registered Bidders must submit any requests or questions concerning the project to the Architect no later than 1:00 PM Thursday, 12 April 2018. The Architect will not respond to questions received by those other than Prime Bidders.

The GLOUCESTER CITY BOARD OF EDUCATION has the right to award the contracts within sixty (60) days of the bid opening and reserves the right to reject Proposals that are not received by the Board at the time and in the manner designated by this RFP. Any and all Proposals may be rejected if deemed by the Board to be in its best interests.
